Excuse me for being naive, but can someone shed a little light onto this Czar business for me? The only links I can find about this are on FOXNews.com, and I think we all know better than that.

Essentially they lead task forces and offices inside the Executive Office or Departments, for instance the Pay Czar, Car Czar, etc.
