How do you do that/what programs can do that. Me and a good buddy of mine have a rap project, and we are trying to sample some songs. Thanks in advance.

This is an extremely hard task to do. There is a program called Sound Soap that you can use to do that. It's riddiculously hard to do. Rappers sample beats from old classics in the part of the song that doesn;t have vocals. If you wanted to take vocals out of a song, you need to record the whole song over, or you'll end up wiping alot of the music out along with the vocals too.

I know there are programmes out there, but none can do it very cleanly. At my studio I have some software that does it too a degree, I never use it but will post the name of it next time I go in.

All you can really do, without having all the seperate tracks in front of you, is remove the middle section, because that's where vocals are usually placed, right in the middle. HOWEVER, you'll lose some music too. Be warned.
