House Speaker Nancy Pelosi has claimed that the CIA misled her about interrogation methods including waterboarding, while other senior Democrats have quoted Mr Panetta as admitting that his agency regularly misled Congress before he took office.

You know, you're completely mixing two different issues.
1 - Pelosi lied about not being informed on techniques that were used by our military to obtain information from prisoners. Whether you agree with the use of the techniques or not ( I don't personally ) Pelosi lied about not being informed about them.
2 - Cheney allegedly told CIA not to inform Congress about the development of a program that had never been used. Let me make this real simple. CIA has DOZENS and DOZENS of programs that they've never told Congress about. You know why? Because they don't have to tell Congress about the development of every program. Especially those that are non-operational.
These are two completely different issues.
And here's my question for you: If you worked for the CIA, would you trust Congress to keep their mouths shut about new programs? The day that members of Congress (both sides of the aisle) learn to keep their mouths shut, it will be the first.
