Mankiw's argument is interesting. Just put a straight tax on it. Reminds me a lot of thefair tax argument.

Yeah, the cap and trade thing seems overcomplicated, though in essence I agree with it.

That was half the point of me making the thread. I want to understand it better cause it's complicated.
