what do you think Thrice used to create their electronic beats on the Water disc? or what program can accomplish this? i dont know much about building drum loops or programs that do it, but i would love to find a great easy to use program to do so.

Idk what Thrice used, but as far as really easy to use beat making programs check out Ableton Live.

I use Reason and love it. I would love to check out Logic or Ableton though.

yes reason is the way to go, a little bit of a learning curve, but it's an incredible program, and it can also be linked with pro tools/cubase etc. so you can use it within your DAW with your tracks

there are a lot of forums for help with FL. You can download a trial here: http://flstudio.image-line.com/
as for a previous post- pro tools was not used in the creation of the loops and samples on the Water disc.
