How does Tower of Rome justify calling an album just over 15 minutes long a full length? I mean it isn't bad stuff, but who would buy that?

I'm a huge grind fan and there's no way I'll pay for such a short album... it's pretty ridiculous.

Terrorizer - World Downfall
Nasum - Human 2.0
Napalm Death - From Enslavement to Oblivion
Pig Destroyer - Prowler in the Yard
Fear of God - As Statues Fell
Those are (in my opinion) the best grind records ever made and they are all as long as a normal album. Grind songs are short, but there are more of them on an album. Tower of Rome has typical length grind songs, but there are only 8 on World War I and one of them is 28 seconds long.
