whenever i am anywhere and the toilet paper is under i fix that problem immediately. and yes this includes other people's houses. over is the only way to go.

i say over. under simply does not make sense to me; it seems like if you are putting it under you're making a conscious decision to make it harder to get toilet paper when you need it.
