according to nfl live yesterday, he was intending to leave after the draft and consulted basically the entire front office and coaching staff and the concensus was to take mario williams. so he didn't pass on reggie bush and then duck out before he got the backlash. he consulted with everyone and that's who the majority in the organization wanted. why, i don't know.

why does espn say that they planned on drafting bush, but he wouldnt take only an 8% raise from alex smith's contract so they took williams.

the texans didn't want to have a holdout situation. they weren't going to draft somebody if they weren't going to be able to have them show up at the beginning of training camp.
the biggest factor between the two was signability. they offered bush enough that was easily top pick money. it was 8% higher than what alex smith made last year. bush thinks he more valuable and a better top overall pick, he wanted more. they could have still drafted him, but chances are they'd end up paying him more than they wanted to and that would probably happen at the very last second, causing him to holdout for a few days.
negotiations with williams were easy as cake, because his camp didn't expect him to be the top pick. they negotiated decent top pick money that was loads more than he would have gotten at number 2, so they knew they'd be able to sign him right away.
then looking at it logically, they end up investing less money in a position of more need and there's no holdout or contract dispute.

In my opinion, you pay reggie bush what you need to to get him on the field.
