they've been fairly inconsistent with that over the years. generally it's been established that he controls fire, but doesn't create it, but i've read plenty of comics where he does create fire.

telekinesis easily. how awesome would it be to make anything move without lifting a finger. it also takes care of the flying because you can pretty much just lift yourself up.

he's supposed to only manipulate fire. but in a lot of the comics, and x3, he has little lighters on his wrist that can create a spark, making it appear that he's creating it on his own.

if you had storm's power's, you wouldn't need angel's. he's just got the wings. those would get in the way if you can already control the wind to make you fly anyways.
