Does anyone know the proper way to go about this. For instance, I'm reading a book, and it quotes someone. And I want to use that quote. Do I quote the book I'm reading, or the original source?

Original source. Otherwise you'd have a chaotic mess of quotes and citations that would probably just end up being confusing.

Original source is always best, but if that cannot be located for some reason, it is possible to do a "Quoted in/by" sort of thing. It also depends on what form you are using. APA, MLA, Chicago, etc., all have websites that will answer this question for you.
