SO I made a vocal cover for a song and i want to put it on youtube but i'm told I have to pay money for people to be able to see it... Is this true? and is there any other way I can promote this cover

No, you're only hit with copyright infringement if you post the exact audio. Covers are excluded, unless you're in that alternate dimension where the Beatles are still around.

You can't be charged with copyright infringement for singing a song, or there would be a crapload of people getting sued whilst walking out of concerts.
