I coach football and need some advice. I have a draft coming up and dont know what to do. Draft the kid that will fit my system who is mediocre and questionable,or draft the kid who is amazing but not a right fit for my system?

Why waste a talented kid who's not going to work in your system?
because my heart tells me the other kid will be a headache

Well, you can always teach the other kid your system.

Depends, what level are you coaching?
here is my dilema: my offense requires a qb that can move. you know for reverses(a kid that can run east and west, as well as north and south).
the kid that i dont really want is a kid that can do that, but also is small, and i am worried about what will happen if he gets pressured in the pocket (i think he will be pick prone because of a mental weakness), the other kid is more of a (running up and down reciever, who is prone to picks no matter where he throws...this league requires a fast qb because the talent is nothing)
this is junior high 7 on 7 flag football

Take the better athlete. Systems, in my opinion, are kind of overrated on that level and should be tailored to how athletic your QB is. Especially in Junior High.
one more question: do you think at this age that a kid can go from nothing to something in 1 year?

take the kid who will be easiest to coach.
at this level, altering a system minorly to work with what you have isn't out of the question. i'm not sure what you're asking from the qb though. do you just want him to get out of the pocket quickly to run reverses and stretch plays and the like, or are you actually gonna need him to scramble and be dangerous as a rusher also?
if he just needs to get outside to run plays, you don't need michael vick for that, so you need to go with the better passer of the two.
in 7 on 7 though, any qb with a decent set of eyes and above average arm can tear apart any defense. take the one that's gonna be easier to coach and teach how to read a defense. if that one doesn't fit your system perfectly, eliminate some of the plays he doesn't fit and add some in that will better utilize him.
as for your second question, their athletic ability isn't going to greatly improve in one year at that level, but what is open for leaps and bound of improvement is their knowledge. coach them up good and an average kid this year can use his knowledge to play better, and be above average. this is both the best and worst level to coach. no bad habits and wrong teaching to correct. but if you fuck up you make every coach after you's life miserable.
