Uh... this bill got sent back to the houses because the supreme court shot it down on the grounds of it completely violating the constitution, so the Republicans come out with an either stronger bill which will get thrown out straight away?

Though seriously, having the military as defense, judge, prosecution and jury. How can that be made fair in anyway?

As I said before, this is so ridiculous. Seriously.

If this is how the US is going to be, it has absolutely no right to judge other countries about human rights violations and such.
