off the top of my head, Bob Seger - Turn the Page. but that can't be it, i'll keep thinking
There are way too many great bands with great lyrics to mention. I've always been a fan of Blake Schwarzenbach's lyrics, and E from Eels. He is a good lyricist. As is Darren Halon. Lots of clever wordplay from him. Bear vs. Shark have some great lyrics also. An example below...

Well I think the lyrics in the chrous are possibly the best I have ever had the privilage to listen to, so therefore in a thread where I am asked to state what song I believe has the best lyrics, I'm obviously going to put that particular song. At no point in the thread does it state that the lyrics can't come from the chorus of the song.
