Why are we allowed to and they aren't?

I was watching the news and they were talking about burning some old chemical weapons we have. But my question is why are we allowed to and other countries aren't. I am sure there is a quick answer for this so let me know.

um...no, its because some nations have proved they are irresponsible, ie Iraq when they gassed the Kurds...
