i'm planning to go next year for a semester. to tulsa, ok to be precise... yeah, might not sound too exciting, but it's the only college i won't have to pay tuition fees at because of some deal with my university.
anyway, not sure what tuition fees in england look like, but they are a lot higher in the US than in germany, so that might turn into a problem.
otherwise i'm sure your a-levels diploma should suffice

well not much for a person from england. for example...london school of econ which i was looking at for grad school was around 12,000 pounds per year i think or maybe closer to 14,000 pounds per year. in us dollar that is around $24,000-$28,000 which is a decent priced public us college out of state. if you are looking somewhere like harvard or yale then yes you will be paying an arm and a limb. but for someone like england it is much more manageable because of the exchange rate.

i think you more or less need to talk to your university and ask them what schools they have deals with. or find another school that has links in the us and come up with a deal. usually it will work just like the american study abroad will. at least thats what my experiences have shown when i met inter students.
