I'm not sure if it's really surprising. Generally speaking, I would say that most Americans don't know the fundamentals of our system of government.

speaking of people not knowing how the system works, a year ago i had a car towed and when i was picking up the rednecks were discussing minimum wage... they were like what's the minimum wage now anyways 6 bucks? (note: it was 5.15 nationally and 6.40 at the state level) and the other guy goes..."i'm not sure, who picks that anyways the city or the federal government?" redneck two goes "minimum wage, that's national. yeah. the president picks the minimum wage"
