Is there any program for creating own radio stations, where you can moderate your channel and everything? I don't mean LAUNCH, I'm looking for something where I can actually have people listen to me whine

I came across a website that actually did let you have your own radio station for the internet, and people could listen to you whine or listen to music you played. I have no clue what the site is though, I'll look to see if I can find it again.

That used to be for free...but now they're charging. I think there was another website that did stations, that might still be free though.
