I read his autobiography, and he talks about it. I can't remember exactly, but it was something like this: He says the rumor started ages ago. He was wearing one of those costumes he uses on shows, and went to the side of the stage. Someone else, dressed alike, showed only the lower half of his/her/whatever body, wearing a fake cock. Manson came over, showing only his top half, and sucked the fake cock. For the audience, it looked like he was sucking himself, and the rumor spread, getting to the rib thing.
