need help figuring out the name of a song

hey--
there's this song i've been looking for for years.
i heard it on VH1's "I Love the 80's: 3D" for 1984.
they're talking about Snorks so sorry for the talking.
i found a rip of it and i cut it to just the clip of the song
it's like ska/reggae, i'm guessing from the 80's
can anyone help me out?
