It depends how technical you want to be...the ideas started circulating in the late 1880's, but didn't gain mainstream expectance until after the First World War.....It was fully excepted by the government following the second world war as the country rebuilt its self and switched back to a peace time economy......But in the past 30 years England has started switching away from socialist ideas and government run industries, as these practices have been proven ineffective and overly expensive..... :iamwithst
