Jack Arnold (The Wonder Years)
George's dad on Seinfeld
I was going to name him, but then I thought about it a bit and came to the conclusion that it would be terrible to have him as your father. Always yelling and torturing you. I mean, the man created a holiday where he tells everyone how much they've disappointed him over the past year. It would be awful to be a Costanza.
In terms of just overall hilarity though, he cannot be topped.

Also - Arthur Spooner. So basically any dad played by Jerry Stiller. He is beyond hilarious.
