without resorting to wtf, bff, or omg's.....My issue with it is that it fails to set priorities and protections for the rights of citizens, land owners, farmers, water distribution and industries. Which inturn allows for abuses by a small minority of wealthy environmentalist and political extremist. Its too brood, and over reaching.

I don't think I have ever so universally disagreed with everything a politician stands for as with Bush.

Right. While I don't think the act is perfect either and it can definitely be fixed, what Bush is trying to do with it is only going to make it worse. Unfortunately money talks in our society and this is transparently about money. Oh well.

I would counter that the hinderence to correct what is a known bad policy/act is also due to 'money' and 'politics'. Enviromental extremist are well funded and that funding gives them a voice in politics that their numbers don't deserve.
Bush is a goof, what he is trying to do here is lame duck lip service, a liberal democratic congress isn't going to allow anything to materalize. What is sad is he had the opportunity, the congress and the support to take on this issue, and there were prime examples of abuse under his watch to be a basis........but like everything this president has done in his 8 years. if its not muslim or oil he doesn't give a shit when it matters.
