There's been so many acts and laws that are directly because america is run on fear. The Salem witch trials, McCarthyism, Japanese detainment camps, Jim Crowe laws, The Patriot Act, etc. The truth is, no politician will ever campaign without scaring the people. It's impossible. Campaigns are run on the sole theory that as long as people are kept ignorant and scared, then they are easily manipulated. The only time to question it is when politicians are scaring them about things that don't exist (ie WMDs, imminent threat, we'll be attacked if the other guy wins, etc.).

It's hard to force change when being involved in the system involves the cessation of the morals you hold close.

Perhaps, but I'd argue that it is more prevalent inside of the system, which is why many choose to stay outside of it.
