getting an STD has nothing to do with listening in health class. It's the person whose engaging in sexual activities prerogotive on whether or not to wear a condom. So when you do have kids you can't control whether or not they're going to have sex because their likely going to just do it, but to to teach them how to practice safe sex, or to abide by good morals. I know you say "locking them up" as a metaphor, but honestly you can drill and drill in peoples heads that condoms are the only way to prevent from getting an std, but it's no one decision but they're own and if they're mature enough to be having sex, then they're mature enough to be handling the reprecussions.
