I have 2 electronica tracks and want to apply some kind of vocal effect that is digital/ambient much like the water cd by thrice... any VST's or anything that can do this?

I'm not sure exactly what you're looking for, but here's some vocoders (http://www.audiomastermind.com/browse-vocoder-5887002-1.html), this site (http://www.kjaerhusaudio.com/classic-series.php), has a nice free reverb, delay, chorus, phaser, flanger, and that auto filter, which you can use to make a ton of sounds.

I haven't tried any of those vocoders, but the the plugins on that second site are all great, and not just for vocals. The compressor is very useful.

If you're looking for a sort of electric robot sounding vocal, auto tune gives it that quick note switch thing that makes it sound all robot-like, have a look at Antares Auto Tune 5.

That first site has tons of VST plugins for all sorts of uses. Not all are great, but mostly all are free. It's a good site.
