I'm pretty sure people either IM the staff and ask about it, or people are nominated for certain positions and that's then taken to the staff, or in some cases there will be talk in the forums about how "AP should do this..." (Eg. Pat's "Absolutely Unsigned" idea or Adam (Maledixtion) becoming an Indie newsposter) and Jason or someone will see the thread and offer them a position.

thats pretty much right.... if something comes up that we need to add to the site i usually already have people in mind from watching the forums or that i already know from other places (people that have already proven themselvs) or i really like to go off staff recommendations.... im big on vibes too (i know thats corny and weird, but o well... its worked so far)
