Sorry to burst your bubble but the number one reason why we are so scared of a terrorist attack with a WMD is that there is no return address for a non-state organization. That, plus religious fanaticism, creates a pretty scary situation. Read Graham Allison's Preventing Nuclear Terrorism: The Ultimate Catastrophe... really interesting book I read for class this semester.

One nuke or biological attack won't destroy the entire country. We will still have a second strike capability, it's just a matter of not knowing where to strike. The other problem is how our government will function if DC is hit.

The problem with FOX milking this was that they were distorting the facts. The article said that it was likely that one would take place SOMEWHERE in the world by 2013. FOX kept on blowing over that part of the article, making it seem like they government was saying one was likely to happen here.
