I don't think that it was necessarily worthy to get attacked. They obviously wanted to scare the people of America by attacking and targeting a major city in America. All of America being devestated would make us vulnerable. Attacking a corn field in Kansas wouldn't create grief like attacking and killing thousands of innocent people.
