thats exactly why. an ep is released to establish a band, or give people something to "tide them over" while waiting for a full length. For example, many bands release a solid full length, and then take several years before another album is released, and tend to take alot of time off - losing the major buzz that they created with their last full length. releasing an ep in between alows the band to take time to rest while having something to keep the buzz going and keep their name in the back of fans minds before their next release. its exactly what you said.. a tease... keeps you wanting more without the label investing the large income of putting out a full length and promoting it when the band probibly isnt ready to push another full length
