Especially considering that particular racial lens, the lens of the antagonistic relationship between white New York City cops and black males, and that the monkey is shot and killed, I'd say yes.

The word monkey is known to be used as a racist slur, the Bush comparisons don't really draw on anything racially suggestive.

I have a hard time believing the artist actually intended the monkey to be a racial symbol. Nobody can be braindead enough to think that would go unnoticed. The artist was completely tone-deaf though in not recognizing how his dumb cartoon could be taken another way.

The whole thing is stupid.
The story about how the police had to shoot the monkey was hilarious, but I don't see how the stimulus package tied into the joke. I don't personally see it as racist, but it was a poor decision by the newspaper to let that run.

whether or not he intended it to be that way is really beside the point. If he didn't realize that it would be taken racially the guy is a total moron.
There is no logical connection between the stories, it was just the conservative New York Post with a bad attempt at mocking the stimulus bill.

I'd go as far as to say that's a compliment. I refused to even pay 25 cents for the Post when they lowered their price. I preferred having conversations with homeless people on the subway. At least they had some sense.

It probably shouldn't have made it past the editors desk, although since there's nothing inherently racist within the cartoon its understandable that noone found it objectionable given the relation it had to recent event (http://www.nypost.com/seven/02162009/news/regionalnews/bizarre_animal_attack_in_stamford_1 55493.htm). Condi Rice regularly faced more obvious racist attacks in editorial cartoons.

it isn't racist. they aren't using a monkey in that way. despite everybody here mostly being in favor of the bill, a lot of people think a monkey could have come up with a better plan. hence the joke. it has nothing to do with the presidents race. people need to stop being so sensitive towards any criticism of obama.

While anyone should be able to grasp the connection between the stimulus bill and the "crazy" monkey, (monkeys often are associated with crazy, things being "bananas", etc...) it's something an editor should have caught.
You know he wasn't trying to be racist, because not even Fox News, certainly not a cartoonist, would have the balls to be that openly racist.

Wasn't Central Park, it was out in the boonies in Connecticut.
