I don't know about best, but The Decemberists would be my favorite.

They have an incredibly strong discography, at least compared to the other two. From Castaways and Cutouts to The Hazards of Love... their craft rarely wavers in quality. And as much as I'm an admirer of Jeff Magnum, no one can weave a tale quite like Colin Meloy. All of these bands certainly have their way with song writing but I think The Decemberists have the best musicians backing it up.

i'd always have said death cab, until this past week i really got into the crane wife. then i ventured out to get THOL, and dear god. decemberists win easily for me.
