It's "Carne Mysterioso" by The Leather Uppers. Thanks to "morsecodemessages" of Youtube for solving this mystery song.

Unfortunately "Carne Mysterioso" was only released on vinyl. Originally as a 7" single. Then added to the vinyl re-release of the 1994 LP debut "OK, Don’t Say Hi" in 2002.

I searched through Google, but can't seem to find a forum or group that deals with vintage punk rock. Does anyone know of any punk rock experts that might know this band?

if you taped it off of college radio there is also a good chance that it could be a local band

Circa 1628 - Thanks for the tip. I've started searching the internet for local bands that played in the 80s and early 90s. I'm also contacting the other college stations in the area. The DJs at Stanford University and San Jose State, both say it sounds familiar, but they don't know the band. I'm going to try UC Berkeley and UC Santa Cruz later this week.
