Quick infractions question.

Most of the infractions I've received have been well deserved and made sense, in fact pretty much all of them, but this:

seems rather ridiculous. If someone got 5 infraction points every time they "insulted other members", there wouldn't be half the active users posting. Could someone help me out or explain this to me in a way in which I can understand it?
