Going to make a semi-controversial here about voter id laws: why have people ever seriously called it a racial issue?

Poor people overwhelmingly vote dem

therefore republicans want to keep the poor from voting

i know that the poor includes a lot of minorities but is that the causation? being a racial minority makes you vote dem? and even if that was the case how could one argue voter id laws wouldn't harm the white poor
