You are allowed to hit them everywhere except in the head, or using your own head. And you can't launch. So basically, as long as you aren't using your head, hitting them in the head, or leaving your feet to make the hit, it's legal. Straightforward enough

Shoulder to legs causing the upending is completely legal, though, if the rule is there for safety, I'd say that is more dangerous. But, it's also so hard to avoid something like that that I can't see the rule you would create around it.
