This is true, though, they can basically do everything but file the paper work without him signing. Then, it'll depend on the time-frame. It its before July 15th, he can sign any new deal and get traded. If it's after July 15th, all he can do is sign the franchise tender and get traded. I'm not sure how that would affect cap space/re-signing to a new deal.

Honestly, unless another team loses a major RB and gets desperate, he's not getting traded
