Don't all players have a Cap value now? Can't we just use those Values, give users 2 or 3 more trades to get under the cap and/or offer up that barter system again?

cant we just have a separate experimental league? no games played, everything simmed, GM style league. that way it moves quickly and you can fiddle with the cap system.
