So for some of these guys that are on the last year of the contract am I correct in assuming it might be better to sign them in the offseason if I think they are going to regress and guys that I think may progress a lot I should resign before they get expensive?

You aren't able to sign during the season so you have to wait until the offseason regardless to enter contract negations with your free agents.

You'll have the first stab to resign your own guys so at that point you'll have to decide if they are worthy of a new contract.
