This is all about respect.
The reason he's mentioning hip hop specifically is because of how they tend to use samples. Believe it or not, most artists aren't into someone taking the core of your song and just singing on top of it.

What he's saying makes total sense. The Weeknd deserves to get sued up the ass for this one. If you ask, you better comply because the artist made their decision.

This is a prime example of doing it the wrong way. I can't think of anything they could've done to handle this in a worse way.

Some brits are unbelievably awful with text. They still do it like they did it with single-line cells in '96.

...As a producer who kind of specializes in sampling - No, I don't know what you're talking about. They really don't care. The general consensus in 2013 is that music is promotional tool only and that it doesn't matter if you've got uncleared samples when you're building an artist.

See, the difference is that a lot of artists sample for cred and those songs aren't the actual hits - they just enable them. This means that there's no Bitter Sweet Symphony-style risk involved.

well i guess he'll just have to pay them then in order to keep the song. it's already out there, you know?

No, its not that simple.
He filed a request and got denied. Simply paying for it now is not enough. The artist doesn't care about people hearing it - he cares about his own integrity. They've cleared samples before, plenty of times.
