This was definitely reissued already. I've got The_Number_Twelve_Looks_Like_You-Put_On_Your_Rosy_Red_Glasses-2006-FNT sitting on my hard drive, and the EP came out in 2003.

It's a good album, but I just don't like the production quality, mainly the drums and vocals.
