At times it sounds a little Waits-like to me.

The man is in his late 60s. You can't really expect him to sing like he did when he was in his 20s. I think his voice has changed with age, and he's never lost the ability to use it as an instrument. It's always been unique, and always added character to his songs.

Plus, he's been singing like this since the 90s, at least, it's not very new.
